Pramila Patten, the Special Representative of the Secretary-General on Sexual Violence in Conflict, expressed "serious concerns" over reported instances of sexual violence against Palestinian detainees.

"These very disturbing reports of sexual violence and other inhuman and degrading treatment could amount to sexualized torture, perpetrated against Palestinian men and women," said a press release issued by office.

"Such abhorrent acts not only constitute a grave violation of human rights and human dignity but they also undermine efforts towards peace and stability in the region," Patten said.

Palestinian prisoners have detailed the abuse they suffered after being held in detention, including sexual abuse.

The Palestinians have circulated a draft UN resolution demanding that Israel end its "unlawful presence" in Gaza and the West Bank within six months.

The proposed General Assembly resolution, which was obtained by The Associated Press, follows a ruling by the top United Nations court in July that said Israel’s presence in the Palestinian territories is unlawful and must end.

In the sweeping condemnation of Israel’s rule over the lands it captured 57 years ago, the International Court of Justice said Israel had no right to sovereignty over the territories and was violating international laws against acquiring the lands by force. It also said Israeli settlement building must stop.

Israeli Ambassador to the UN Danny Danon denounced the resolution and described it as a "reward for terrorism". He called for the resolution to be rejected.

"Let it be clear: Nothing will stop Israel or deter it from its mission to bring home the hostages and eliminate Hamas," he said.

The death toll of the Israeli strikes in central Hama province has risen to 18, updating earlier figures, while a war monitor gave a higher death toll for the raids on military sites.

The Israeli military, which has carried out hundreds of strikes in Syria since its civil war started in 2011, declined to comment on the latest reported attack.

"The number of martyrs of the brutal Israeli aggression reached 18 martyrs and 37 wounded," Syria's Health Minister Hassan al-Ghabash told AFP.

This was "one of the most violent Israeli attacks" in Syria in years, the head of the Syrian Observatory for Human Rights war monitor, Rami Abdel Rahman, told AFP.

The Israeli authorities have issued new and renewed administrative detention orders against 20 Palestinian detainees - according to The Palestinian Prisoner’s Society (PPS) and the Detainees and Ex-Detainees Affairs Commission.

The period of detention varies from four to six months.

The Allenby Bridge crossing will reopen tomorrow for travellers - a spokesperson for Jordan's Public Security Directorate said.

Jordan's state media reported that the crossing will be open at 8 am local time, and commercial trucks will not be allowed to use it for the third consecutive day.

The West-Bank Jordan crossing was closed following a shooting that killed three Israeli guards.

At least six Palestinians, including children, were killed after an Israeli airstrike targeted a residential building in Jabalia refugee camp north of the Gaza Strip.

Medical sources told Wafa the army shelled a house near the centre of the camp.

Israeli lawmakers gave their initial approval on Monday to raise the 2024 budget framework to help fund reservists and assist people displaced as a result of the war in Gaza, with support coming from ultra-Orthodox parties.

The vote to add 3.4 billion shekels ($906 million) to the 2024 budget passed by a 58-52 margin, the Finance Ministry said.

Ultra-Orthodox parties had threatened to boycott votes in parliament in a dispute over funding for their separate education system.

The bill still needs to pass two more votes before it becomes law.

The rift with ultra-Orthodox parties is a test of the unity of Prime Minister Benjamin Netanyahu's government as Israel presses on with its offensive on Gaza.

At least 40,988 Palestinians have been killed and 94,825 others injured in Israel's military offensive on Gaza since 7 October, the Gaza Health Ministry said on Monday.

The death toll of the Israeli strikes in central Hama province has risen to 16, while a war monitor reported a higher death toll in the "intense" raids on military sites.

The Israeli military, which has carried out hundreds of strikes in Syria since its civil war started in 2011, declined to comment on the latest reported attack.

Syrian official news agency SANA, citing a medical source, said the number of dead "in the Israeli aggression on a number of sites on the outskirts of Masyaf" was "16 martyrs and 36 wounded, including six critically", updating an earlier toll of 14.

The funeral for Turkish-American activist Aysenur Ezgi Eygi has begun in Nablus, in the occupied West Bank.

Eygi was shot dead by Israeli forces after taking part in a protest against illegal Israeli settlements on n Mount Sbeih in Beita, south of Nablus.

The World Food Programme (WFP) revealed as Israel's war on Gaza has reached its 11th month, 2.2 million Palestinians are in "urgent" need of food and aid.

"And 2.2 million people are still in urgent need of food & livelihood assistance," WFP wrote on X.

"Despite @WFP's commitment to deliver aid, evacuation orders are hindering our efforts, and needs are on the rise. A ceasefire is needed!"

The Israeli military has ordered another evacuation of some residential areas in northwest Gaza, where it says Palestinian militants fired rockets on the nearby Israeli town of Ashkelon.

The orders issued on Monday came after a rocket attack triggered air raid sirens in Ashkelon the day before. The military said it intercepted one projectile, and another fell into the sea.

Israel ordered the evacuation of all of northern Gaza, including the territory’s largest city.

Most residents heeded the orders and headed south, but up to 300,000 remained in the north, where Israel’s air and ground operations have caused widespread destruction. The north has been surrounded by Israeli forces and largely isolated since 7 October.

Major Israeli operations across the occupied West Bank are seriously worsening an already "calamitous" situation there that has been deepened by serious settler violence, the UN rights chief said Monday.

Opening a session of the United Nations Human Rights Council in Geneva, Volker Turk decried soaring violence in the West Bank amid major Israeli raids.

"In the West Bank, deadly and destructive operations, some at a scale not witnessed in the last two decades, are worsening a calamitous situation there, already aggravated by serious settler violence," Turk told the council.

Israeli troops or settlers have killed at least 662 Palestinians in the West Bank, according to the Palestinian health ministry.

A drone, suspected to be from Lebanon, hit a residential building in northern Israel's Nahariya.

Gaza's Kamal Adwan Hospital in northern Gaza also said its operations could be seized due to fuel shortages and the shortage of essential medical resources. 

Speaking to Al Jazeera, Hussam Abu Safia, director of the hospital, said its hospital and ambulances will be out of service, fuel shortages in the ICY and neonatal unit could lead to the deaths of dozens of children, and children are arriving in "very" critical condition from Israeli attacks.

The UN human rights chief said on Monday that ending the nearly year-long war on Gaza is a priority and asked countries to act on what he called Israel's "blatant disregard" for international law in the occupied Palestinian territories.

"States must not – cannot – accept blatant disregard for international law, including binding decisions of the (UN.) Security Council and orders of the International Court of Justice, neither in this nor any other situation," the UN High Commissioner for Human Rights Volker Turk said in a speech at the opening of the UN Human Rights Council in Geneva.

He cited an opinion released by the UN top court in July that called Israel's occupation illegal and said this situation must be "comprehensively addressed". Israel has rejected the opinion.

Iran on Monday accused Israel of carrying out what it called a "criminal" attack in central Syria, where state media said strikes killed at least 14 people.

"We strongly condemn this criminal attack by the Zionist regime on Syrian soil," foreign ministry spokesman Nasser Kanani told a news conference in Tehran, calling on Israel's backers to "stop supporting and arming it".

Palestinians are left stranded at the Allenby Bridge crossing as it remains closed until further notice following the shooting that killed three Israeli guards.

The Israeli military said a truck driver opened fire on Sunday before being "eliminated".

The crossing is the only international gateway for Palestinians from the occupied West Bank that does not require entering Israel, which has occupied the territory since 1967.

Jordan's Public Security Directorate announced the crossing will remain closed for passengers and cargo on Monday and Jordan's state-run news agency Petra reported the it would remain closed "until further notice".

Former war cabinet member Benny Gantz on Sunday said Israel should shift its focus toward Hezbollah and the Lebanese border, warning that "we are late on this."

Israel and Iran-backed Hezbollah have been trading near-daily cross-border fire, with the Lebanese militant group saying it is acting in support of its Palestinian ally Hamas in the ongoing war in Gaza.

"We have enough forces to deal with Gaza and we should concentrate on what is going on in the north," Gantz said, speaking in Washington at a Middle East forum where he also said Iran and its proxies were "the real issue."

"The time of the north has come and actually I think we are late on this," he added.

An Israeli airstrike on a house in Jabalia on Sunday killed Mohammad Morsi, deputy director of the Gaza Civil Emergency Service in the northern areas of the Gaza Strip, and four of his family, health officials said.

The Civil Emergency Service said in a statement that Morsi's death raised to 83 the number of its members killed by Israeli fire since 7 October.

There was no immediate Israeli comment on Morsi's death.

Residents said Israeli forces had also blown up several houses in the Zeitoun suburb of Gaza City 5 km from Jabalia. Medical teams said they were unable to answer desperate calls by some of the residents who had reported being trapped inside their houses, some wounded.
