Did Keir Starmer misrepresent Welsh Muslims on purpose?

Keir Starmer's stance on Gaza is essentially the same as the Conservative Party. As a result, Labour's indecision seems to have cost them the Muslim vote throughout the UK, with Starmer's recent visit to Welsh Muslims viewed as highly disingenuous.
