The US ambassador to the United Nations has slammed the Syrian, Russian and Iranian governments amid reports of summary executions and mass civilian casualties in the Syrian city of Aleppo.

Samantha Power delivered the fierce address on Tuesday during a UN Security Council meeting urging the three allies to end the ongoing carnage in Aleppo.

"It should shame you. Instead, by all appearances it is emboldening you. You are planning your next assault. Are you truly incapable of shame?" Power said.

"Is there literally nothing that can shame you? Is there no act of barbarism against civilians, no execution of child that gets under your skin? That just creeps you out a little bit?"

She added that the regime of Syrian President Bashar al-Assad, Russia and Iran and their proxies had encircled ten of thousands of civilians in an "ever-tightening noose".

The UN has reported allegations that men have gone missing after crossing to government areas and on Tuesday said it had credible reports of summary executions by pro-regime fighters.

UN rights office spokesman Rupert Colville described reports of at least 82 civilians, including 11 women and 13 children, being executed in recent days.
