The finance and energy portfolios were unchanged.

The decree also names Salah al-Ali as Minister of Culture and Sports; Issa al-Jafali al-Naimi Minister of Social Affairs; Jassem al-Saliti Minister of Transport and Communications; Mohammad al-Ramihi Minister of Municipal Affairs; and Hanan al-Kawari as Minister of Public Health.
