Revealed: A ten point proposal for ending Yemen war

The United Nations Special Envoy for Yemen, Ismail Ould Cheikh Ahmed, has presented a ten-point draft agreement to warring parties during the UN-brokered talks on the Yemen crisis in Geneva.

Based on a UN Security Council resolution 2216, Ahmed presented the draft to delegations representing exiled President Abedrabbo Mansour Hadi's internationally recognised government, deposed President Ali Abdullah Saleh and the alliance of Ansarullah (known as the Houthis) who are loyal to Saleh.

The talks in Geneva are aimed at ending the bloody conflict in the country, which began in March and has killed more than 2,000, injured over 7,000 and left millions in a dire humanitarian crisis.

According to information obtained by al-Araby al-Jadeed, a technical team is currently discussing the points with the Ansarullah-Saleh delegation.

Sources have revealed that Ahmed has received preliminary approval to the ten points prepared by his team from both parties.

If an agreement on the document is reached today, a press conference will be held to announce it officially.

The delegation representing the legitimate government of Yemen has also reportedly welcomed the points contained in the draft.

Saturday will be the last day of the negotiations in Geneva.

The UN envoy will submit the draft to UN Secretary-General Ban Ki-moon, who will then brief the Security Council with the outcome of the meetings and efforts.

Al-Araby al-Jadeed has exclusively received the ten points from the draft agreement which are as follows:

1- Implementing a ceasefire contingent upon the withdrawal of the rebels from the areas they seized, in implementation of resolution 2216.

2- Developing a mechanism for implementing the ceasefire and withdrawal, and preventing any security vacuum.

3- Establishing an international mechanism to monitor the ceasefire and withdrawal.

4- Dispatching a specialised technical team to implement the terms of the agreement.

5- Resuming vital services to the Yemeni people.

6- Working with regional and international parties for the implementation of the agreement.

7- Guaranteeing swift and non-restricted delivery of humanitarian aid.

8-  Approving a UN mechanism for the inspection of inbound commercial goods via sea, land, and air.

9 - Stressing respect for international humanitarian law, human rights law, and gender equality.

10 - The UN envoy will continue consultations with other political and civil society parties in Yemen.
